Meet our leadership team
David Perez
Co-CEODavid Perez co-founded iVisa in 2013 before the merger with HelloGov in 2026. He holds a BA in Business Honors and Accounting from the University of Texas at Austin.
He began his career in financial services as an associate at Credit Suisse First Boston and later worked at the private equity firm Pampa Capital. In 2023 he completed the Stanford Graduate School of Business Innovation and Growth Program through Endeavor.
Adam Boalt
Co-CEOAdam Boalt is a co-founder of HelloGov and has worked in government technology for close to twenty years.
He studied at Florida International University before founding and exiting a passport and visa expediting service, customer-service company LiveAnswer (acquired by Stericycle in 2016), and the government-services platform GovWorks, before co-founding HelloGov in 2023.
Brian LaBasco
CFOBrian LaBasco is a co-founder and the chief financial officer of HelloGov.
He has more than 15 years of experience in investment banking and private equity, spanning distressed and growth-equity investing. Before HelloGov, he served as chief financial officer of a dental healthcare provider and a retail fitness brand.
Sergio Merino
CIOSergio Merino co-founded iVisa in 2013. He holds an MBA from Harvard Business School and engineering degrees from the Universidad Politécnica de Madrid and Télécom Paris.
Over more than 15 years as an engineer, founder, and product and growth leader, he has held senior product roles at Vodafone and BT Group, where he led large-scale digital initiatives and customer-facing product launches.
